It's the dudebro console in Western territories (people only buying it for third party non exclusive games like Destiny, CoD, Star Wars Battlefront, and sports).
And in Japan it's just getting ports of PS3 and Vita games, though it's also getting some exclusive games coming out. So in Japan it's basically a weebstation, but it's also the only real choice for them (Japan doesn't care for Nintendo, and they sure as fuck wont buy a western console like Xbone).
It's a shame Sony isn't really nailing in some awesome exclusives. I'm happy for Gravity Rush 2 and The Last Guardian, but I know Western areas wont care for the former, and will be disappointed in the later when they find it plays more like Ico then SotC.

I'm disregarding older releases because since the very beginning this argument has been about current/future development trends, not how it was a year ago, two years ago, or earlier.

Only if you're willingly ignoring their actual output. SE has like six games currently in development for PS4. Bamco shits out some big name anime tie-in every other month, I don't even know how. SEGA is missing from the 3DS scene (as you said), as is Tecmo. Konami went full retard so that's out for both. Capcom and Level 5 both constantly support 3DS, but both also seem reluctant to do anything other than MonHun or YW. Atlus (although I wouldn't consider them among the "biggest") feels like the one company that never slowed down support, although P5 is a thing.

The "nonames" include devs like Falcom, Vanillaware, GUST, NIS, tri-Ace. Not exactly a small deal, and not stuck on Vita either.
