Popularity isn't something you can force.
Pokemon has had several mascots that they've tried to push. Most of them don't succeed, or do succeed but drop off later on.
See: Togepi, Mime Jr., Bonsly, Weavile, Piplup, Zoroark
Then you have the ones that did succeed, such as Blaziken (his debut was in the Johto League, where he knocked Ash out of the league by beating Charizard), Lucario (self-explanatory), and Greninja.
Fact of the matter is, Lucario was pushed, but the push worked. When they dropped Lucario for Zoroark, everyone hated it and demanded Lucario back.

Remember RSE? It was an interesting time, because Pokemon was growing up with its audience. Now, tons of adults play Pokemon, because they were kids when they played it in the 90s, and encourage kids to play it. Back during Gen III, it was still mostly kids, and the older kids would bully and shame any peers who played Pokemon. It was for the baby third graders, and you were a big boy fifth grader now. Lucario's existence as the "cool" mascot was a direct reaction to that backlash.

Lucario was simply the first non-legendary Pokemon to be the focus of a movie.
They tried the same with Zoroark, but it failed because Zoroark was barely in it, and she didn't even talk, she was just a wild mother Pokemon whose son got more screentime than she did.

It's lots of fun. The characters are very varied and Mega evolutions create a lot of "oh shit" moments. It's more complicated than the Naruto games but nowhere near a "traditional" fighting game. I see it being very popular for fun but only having a small competitive scene if at all.
