Halo Spartan Assault and Spartan Strike are some great top-down shooters on iPad if you're into that.

Minecraft: Pocket Edition is a good port of the PC classic.

Modern Combat 5 is a good free-to-play shooter, but a gamepad is recommended, as touch control on an FPS don't sit well with me.

Emulators are on the app store. Everything from the NES to the Playstation 1.

Anyway, those are just some examples. iPad's got some games, but nothing beats a dedicated handheld, like a Vita or 3DS.
