Well Kojima-san used too much money I feel to make MGSV, which while I do appreciate for all it's little things, I can understand now just why Ground Zeroes was released, so as to give his team more time. But ultimately this time extension did not work out as planned. I bet there were more in-game features that were planned but had to be cut because of either time or money.

It's a genuine possibility this will be the case. Kojima can't write without a dedicated storywriter backing him up. Gameplay was always more quirky than good. It's all too possible that MGS could get better, if Konami decides to go on a revenge trip and show-off. That's a big if, though. Pachinko more exciting.

Rising is a fun experience to try twice or thrice because of how short it is and because it did boss battles right. But it is still a lackluster action game due to the developement hell it went through.
I'd be totally hyped for Rising 2, but with the current state of Konami, I doubt it'll be a thing anytime soon.

Why has this not been a thing? The whole damn thing writes itself. Make it a two part deal.
Part 1: You pick up as Raiden tracking down the Patriots and finding Sunny up until his capture. Obviously leaves off with the story picking back up in 4. Throw in some shit about how and why he left Rose alone to go back to fighting and that covers that part up.
Part 2: You're playing as Solid Snake working with Otacon as Philanthropy to destroy Metal Gear knock offs. Simply make each level a new base (smaller versions of Shadow Moses) for a more stealth orientated game which works in contrast to a more action orientated Raiden part.
Throw in some shit which explains what happens to Meryl and Campbell at the end of MGS1 and foreshadows Snake rapidly aging in 4 and you have a solid game.

The story was much more cohesive than anything in PW. The characters were generally more interesting and memorable. The tone was more in line with the series as well and it's a far better progression of Big Boss's character than anything Peace Walker did for him. It set up the ideas and reasons for him to create Outer Heaven and eventually spiral down into madness without beating you over the head with it.

Metal Gear Solid V had everything going for it to be the greatest game ever made without any hyperbole.
The MGS series is above industry trends. When you think of MGS1, 2, 3 and even 4 and PW you don't think about DLC, Microtransactions, shitty publishers, shitty Devs, over hyped marketing, casualized gameplay or anything like that.
But god damn, MGSV sure wasn't above that.
