No. Both Uematsu and Hamauzu have done excellent work for Final Fantasy.
Uematsu is really good at creating melodies. Not so much in creating overtures.
There are about 5 musics total that I liked in the whole FFXIII trilogy. It's not bad, I guess?

But it only got worse aside from FF11.
11 is probably the best OST in the series and even still Uematsu came back to drop a few god tier pieces on us.
Sci-fi parts of XIII-2 were fucking great, I want more of this.
