2 had shit level design because it focused too much on guns, had a lot of characters with annoying gimicks, no masks to choose.
in the first game it was actually detrimental to use guns because you could get rushed/screw up the combo but all the glass houses in 2 were balanced around gunplay or corner camping.
Everyone mad at hotline miami 2 were just upset they coudn't use Tony to punch through the entire game.
