There's just nothing else out there like it, although these days the entire population just groups in a few specific areas, like the grand exchange, Prifddinas, and whatever the flavor of the month training areas are.

I miss that sweet spot around 2006~2007 where you could go virtually anywhere and there would be other people there on every single world.

San Andreas had a massive map for literally no reason. It's straight up boring to go from place to place and there are no novel mechanics or systems to take advantage of the space. San Andreas is a game about driving around and shooting, so the massive space isn't playing to the strengths of the mechanics, if anything it just makes driving more stagnant. GTA III and Vice City are both more mission focused and they have more dense and compact maps so through learning them they instill a sense of mastery when you can navigate through them as quickly as skillfully as possible. Dead Rising 2 is bursting with weapon variety and experimentation, but the time limit creates pacing so you don't exhaust yourself. Prototype 2 and inFamous 2 are both about spaces that take advantage of how it's fun to get around with super powers (Prototype has wide open streets and tall buildings, inFamous has cramped streets, short buildings and power lines everywhere). Saints Row 2-IV have a combination of good sized maps and fun ways to get around. Black Flag revolves around its economy to make sailing better and it spreads out a variety of opportunities to collect different materials all throughout its map.

that's your first mistake. San Andreas is a game about exploring. Exploring the world and immersing yourself in that time period of 90's west coast culture and you have different flavors like the hood, downtown, the boonies, san francisco, the desert, vegas and there's radio stations for whatever is your flavor. I'd always correspond CJ's appearance and radio station with his location and time in the story. The radio stations have so much flavor in them, all the pedestrians say cool things and all the missions loop back and link to the world, which is a huge social commentary and recreation of the 90's (which is the entire point of GTA, the satire). The news reports talk about the things you did, the cutscenes are full of life, and god damn when I returned to Los Santos and the riots had broken out and the radio was reporting on it right before an NWA song, IT DOES NOT get much better than that in video games.

GTA 3 and VC are infinitely more shallow than that, but VC has the whole 80's miami pop culture thing going for it, but THEY are mostly just drive+shoot. SA isn't.

SA had all these different types of terrain, plus tons of vehicles, boats, hovercrafts, planes, swimming underwater, bicycles, THE JETPACK, trains, it was unheard of, and still is.

DR2 is still slow. you walk slow, the map sucks, but you get to hit infinite zombies with a bat or a bat+nail. that's it
Never played Prototype 2, but 1 was ok. never played infamous, but it seems good.
Saints Row are still meme games, but the novelty wears off quick.
Black Flag is the thing you complain the most about. It's shallow and unnecessarily big. It's just OCEAN, and the actual cities suck. It's ok if you like the pirate fantasy but don't pretend like it's a deep open world experience.

The games I listed are still imo the ones that offer the most in an open world. Even mafia 2, because of the world building

I agree the priorities have shifted in the series, because it used to be about driving, shooting and causing mayhem in challenging missions, and since SA it obviously hasn't been that. I'd be fine with that, but the mechanics and concept haven't evolved one bit since it decided that it's going to be a simulator lite. When I said it's about driving and shooting I was saying that's what the mechanics emphasize, and then I went on to say it's at odds with having a big world. Now in GTA V you'd expected to slowly walk down the street but if you stand next to someone else for a couple of seconds they run away or give you a smack, it's more obvious as a symptom there, but SA's conflicted design philosophy was the disease which started it. I think the writing is pretty good in San Andreas, but it's not good as a story because it's full of missions that don't matter and it's nightmarishly long. GTA satire isn't that sophisticated either, so the lively characters and lowbrow satire don't end up being enough to keep me interested. I don't know how it's enough to keep anyone interested.

DR2 isn't very slow. You jog by default, the map is very small but ridiculously dense and you're always having to avoid zombies to make good time.

I didn't say it's a deep open world experience and I didn't complain about shallowness (some of the games I listed as favorites are very shallow, in fact). I like it because it introduces a new set of mechanics to play with and it themes the game around it in a pseudo historical setting. There's more to it but I'm hitting the word limit.

Hell, even the subtler things in SA, like the whole gang turf war mini-game.
All of those little things here and there led to a great world.
Same reason FF7 is loved too, the small things, the mini-games, all of it added up, many of the other games lacked these, both before and after FF7, but it still doesn't invalidate how great the other games are. (besides 13. Fuck 13.)

I've loved all the GTAs, a lot, but SA is just a level beyond.

The attention to detail was great, I remember it even had different speed limits in the city and countryside

well they still used the same engine, and without overhauling everything they added little things that would make the game feel more complete as a 'sim' like you would call it. you can move while shooting, have 2 guns, one in each hand, move while crouching, walk (and occasionally respond to pedestrians or have them say something to you if you bump into them), jump over obstacles, swim (surface and underwater), and of course all the vehicles make for a much more robust experience in BEING in the world, but it still has some artifacts from the old games, and after all, GTA still needs large amounts of shooting and driving to be GTA..

this is one of V's biggest immersion breakers imo, but rockstar probably just wanted to give you fun ways to interact (read:ragdollize) with civilians, and when they run away and call the cops for no reason it feels like commentary on present america, ie the age of the SJW's.

I wish the map in Bully was bigger.

Of course being a game about teenagers where your main means of transport is skateboarding and the player character passes out at 2 AM it couldn't be as huge as SA or anything like that but dunno, I always felt the city could have been a bit bigger, just for the sake of having more places to go and do stuff in.
