SFV is pretty easy to get into. Combos might as well be automatic considering how open the link window is.
But you'll get buttsavaged by good players: the easier the game, the worse you'll get beat by the pros since there's really no way of bullshitting your way out.
All in all, there won't be a more noob-friendly fighting game once SFV comes out.

SFV would probably be your best avenue. It's being designed with teaching newcomers in mind, but it's not necessarily "casual-friendly."
It's hard to explain in layman's terms, but learning SFV should give you a solid foundation overall for fighters in general.

I wish more people realized how great Cammy's footsies are in this game. She can certainly keep up the pressure like she could in previous games, but SFV's iteration of her puts so much more emphasis on her neutral game than her mixups.
st.mk is a nice poke, and cr.mp is a godlike whiff punish that you can buffer Spiral Arrow off of. I hated Cammy in SFIV but now I'm probably going to learn her first in SFV.

Right now I'm maining 'Gief. I played a mean T. Hawk in 4 and despite the loss of most oki opportunities Gief in V feels like a much more powerful grappler than anyone in IV.
During the beta wave I had endless success with him. s.HK is an amazing poke, s.HP on a good read gives you a crush counter into HP SPD, f.HP destroys fireballs and f.HP s.LK is a fantastic combo and frame trap. If the f.HP lands you can just do f.HP s.LK Lariat for great damage and stun, and if they block you can either try to confirm into lariat off the s.LK frame trap or tick SPD. His f.MK is also amazing for inching your way into max LP SPD range and buffering the input.

If the slide hits, it's 100 damage.
If they block the slide, they take an unavoidable 85 chip damage. This combo won't connect properly in any other situation.
