The lighting mostly. Older CGI used sparse point lights which is very unnatural. Modern CGI uses global illumination and many bounces to simulate real light more accurately

With a specific version of the directors cut (CD with the graphic of the eye) you can pause during cutscenes for some reason. Even if not I coulda opened the playstations lid and it woulda froze it there. PS1 had all sorts of weird things about its hardware.

Only Rare's CGI, because they always made their models with strange lighting and ugly textures, as well as the models themselves being particularly shitty and often having jarring facial expressions, resulting in a stilted, unnatural appearance that makes the character in question look like the decomposing remains of a burnt Showbiz animatronic from the '80s.

It's not the textures or lighting, the models themselves just look low quality. This looks like a fan render.

but also textures are heavy even in static renders and would make them even longer

Like a game that looks exactly like the CGI looked, but not a pre-rendered cutscene.

The reason why the SMG games looked so good despite being Wii games was because of the really nice light effects.

A. It takes exponentially more time to render, and render farms weren't always supported by your software and not everybody had access to extremely large ones.
B. Techniques and the software features/UI that fostered those techniques didn't just start out at today's level. It's a new medium. It's a little like asking why you can't do Photoshop-level stuff in Paint just because they are both capable of outputting any combination of pixels you want. You could do those things in Paint technically, with infinite time, but it's not reasonable.

I recall a Rare employee saying it was common practice to throw out assets whenever they were done with them so they could re-use disks or some shit. Only a few people like Gregg Mayles keep this kind of thing, but he could probably only keep so much of it.

Pretty much. It's not just the uncanny valley effect of early CG. Rare had pretty awful character designs in general. A few of them are good, but most of what they did from DKC2 onwards is terrifying.
