At least The Crew fixed a lot of it's problems and updated it's graphics. Plus it's world is like 4-5x bigger than Horizon. It has some seriously comfy driving to it like Euro Truck if you like that sort of stuff.

By the way, the driving is terrible, and so is the soundtrack. If you have a PS4 you might wanna check Driveclub, assuming that you're looking for arcade racers anyway. Give it a try, if you have PS+ it's dirt cheap with the season pass and everything.
If you're on PC, well, NFS isn't available and there are better options than The Crew.

no. there are some achievements that require you to be in a 2-4 player crew. However, the entire game (except for pvp events) does not require you to interact with other people. It is an MMO in the sense that while you're driving around, there will be like 20 other people also driving around on the same map. But since the map is so large, you rarely see them unless you deliberately drive to them.

That was my GOTY 2015 - got it for free with a GPU and didn't expect anything good but it's one of the best racing games to come out in years. It's not an arcade racer though and it's rally driving, so you drive on slippery surfaces a lot.
Make sure to first disable all the stability assistance and enable manual shifting so you can drift properly.
How's NFS Rivals? It's 10 euros.

The only issue with The Crew is the fact that the SP is forced onto you and you get constantly reminded of the next story mission every time you're loaded into the open world. I never found a way to completely disable it, so you either have to finish the story, or learn to deal with character bio pics popping up on the right of the screen constantly.
Also if you're in the vicinity of the next story related event you're automatically directed to it via waypoints and the mission briefing info pops up again. It's fixed once you finish the game obviously, but it's really annoying.

I have a buddy who is super into racing and racing games to the point where he actually won a need for speed essay contest in like 2007, he bought both of these games and sold them back within a week so either his racing autism was acting up or the both really really suck.
