I don't think there's any rule saying stores CAN'T display games with titties on the cover, but some of them won't depending on the store and manager. From what I remember from the last list I saw though Ruili is the undisputed top because she's good at literally everything. Ethica generally sways between top and near top depending on who you're asking because of her drop kick (even after it was nerfed) and the fact that landing any command grab with her is basically upwards 10k even with only one assist.
I've seen Saya argued for top but not as much as Ruili and Ethica. She can pretty much control the entire screen and you can't just hit buttons around her because her buttons will beat yours 4/5 times.
Ignis and Saber are usually high. Ignis because of all her traps and Saber because she has gorilla damage off of really simple combos.
