It is, but it's still definitely worth playing.
Combat feels more immediately fluid and the difficulty balance (on higher levels) is a bit better, but it lacks the amount of hidden gameplay depth/skill that the Mystara games had and the game can kind of drag at times. And it's an unpopular opinion, but I actually feel it would be a better beat 'em up if the RPG elements were made less prominent, as they can really fuck with the pacing and power curve of the game.
However it's still very fun, the classes are all cool to play as, the bosses are great and in general it feels like a ton of care/detail was put into pretty much every aspect of the game.

For me Shadow over Mystara already fucked up the balance with too many RPG elements. Tower of Doom is the less varied of the bunch, but really well balanced because the RPG elements are more moderated, it plays more like a beat 'em up than an Action RPG.

Yeah, ToD/SoM kept a few nominal RPG elements to be faithful to D&D, but just enough to spice up the core beat 'em up gameplay. DC wanted to be beat 'em up Diablo, and it can cause problems where being overlevelled or having a really good piece of gear can just trivialize the game for a while, while being underlevelled or with underpowered gear can make battles take forever and really kill the flow.
But then, balancing the RPG elements with action elements is something Vanillaware has always struggled with. Odin Sphere looked like a brawler but in practice the RPG elements were far more important than any kind of action game skill, while Muramasa was the opposite extreme and the RPG elements were almost inconsequential despite it trying to be an action-RPG.

SoM was definitely a little less balanced than ToD but I still felt it was alright, and I was willing to forgive it the little balance complaints with gear and shit because of the cool stuff they added to the combat.
DC goes a bit far with the ARPG stuff for my tastes.
