By giving free DLC, these devs are literally devaluating the market, making games and DLC worth less and thus prejudicing game devs, who won't be able to make new games without the money.

Terraria would be long dead if they were charging for DLC. Charging for DLC puts a defined lifespan on your game, you can only continue expanding it realistically for people who paid for all current content. It strangles the ability of new players to get into a game.
Look at how Everquest worked. They'd release an expansion a year but the content of each iteration was mostly seen only by people who had purchased the previous expansions, this lead to a decline of sales as no longer could the playerbase grow due to the massive investment in both time and money to fully update their game.
With Terraria, you can fully update your game for the newest content and get into it with a single purchase allowing more and more people to buy and play the newest content the game has on offer with friends who already have the game. This breathes new life into the game and assures that so long as the dev keeps updating the game that the playerbase will grow.

Expansion packs used to be like doubling the content that came with original game. So yeah they were worth paying for.
Now, DLC means more like fixing shit that was broken from the start, and adding very minor amounts of content to the game.

Customer goodwill is a powerful thing. I mean, just look at fucking Valve. They made a ton of shit, fantastic shit, and rarely did they fuck over the customer.
I miss when most DLC was free, and when it wasn't, it was called an expansion pack and it contained a large amount of new content.
This is not just a kind sign, but also a good move towards sales increase. Terraria was not good when it was released, free patches improved it a lot, and more people have bought the game.
