Should I buy the Resident Evil HD remake? Or go for Resident Evil Director's Cut and Twisted Metal Black? I only have 20 dollars for fun.

Director's Cut is a worse version of the original game, which is a classic, but outshined by REmake HD.

You obviously didn't play it as it's not in any inferior unless you mean to refer to the Dualshock Edition of Director's Cut, which is the only version to have the alternate soundtrack.
REmake is honestly a much better game than the original.
