Tiers are for long term play and vs entire cast. Evil Ryu didnt win every single tournament and rarely any majors in Ultra, but was undeniably the top tier. Yun has extremely good matchups vs lot of the top tiers, but is not the best character in game despite winning a lot due to tournaments having these favourable matchups. Tiers matter least in Guilty Gear games due to how few actually play the shit. Doesnt take much for someone to come in an put work in on a rarely played character at top level and shit on kids.
