It seems like a baffling decision if that were true, considering Christmas is probably the busiest day for them, with users getting Steam gift cards for Christmas and taking advantage of the sale. Then again, I wouldn't put it past them.

Too many people view Steam with an indie business point of view, when they are simply too large and influential with their monopoly on the market to not be held accountable for their shitty customer service and damage control.

Imagine a person phoning you up and being able to tell you your name, phone number (obviously), full postal address, full email address, and the last four (or two - they'd only have a 1% chance of guessing it correctly) digits of your card number. You'd struggle to find anyone who wouldn't trust this person and give out further personal information. These criminals are trained and very good at getting people to give out information, and the more they have on a person the easier it becomes to defraud them.

Social engineering is a massive, massive problem and this is why this system error is so serious. Don't pretend it's an issue only stupid people fall for, because it's not true.

I don't think you understand how this information was revealed in the caching error.
When people went to a page to alter/add card details, the details of another person required for the card to be usable were presented.
The most sensitive fields like card number and CVV are never retained but the others were already filled in.
So if the person had a card linked to their Steam account and they had gone to the page to alter/add a card (thus caching it) they were vulnerable.
