Well, a lot of fantasy universes have magic to replace modern medicine, and various other divine or wizardly conveniences to replace a lot of technology.

Pic unrelated but I'd find TeS universe pretty damn comfy. Even if you don't have a lot of prestige or power it seems like you can hit the books and study magicka and become reasonably competent with it.
Dundorma's got a nice vibe to it, and the city's constantly bombarded by elder dragons so you're never out of a job.
