Because augmentations are a way to exceed our biological limits as humans. The problem is that, like anything good, it tends to be overused and we become over-reliant on things. Augs do everything better and people who have them have an edge. There's a sidequest in Hengsha where a lady says that in order to even get a chance in becoming a stockbroker, you need augs to instantly access market data and process them. She didn't and she's afraid they're gonna fire her if they ever find outshe decides to go at it for a bit more without augs because she got there without them just fine so far, but you get the idea.. This creates a divide between those who can afford to get augs and those who don't. Obviously employers would rather hire someone who have augs than those who don't. So you're either augmented, or you're nobody.
Then there's the problem with augs needing neuropozyne to work. The pharmaceutical companies that manufacture them have people by the balls because of that.
Which is why there are people who are calling for regulation of augs because of our dependency and its neuropozyne requirement in the guise of "MUH HUMANITY", and others who advocate unregulated use of augs as a way for humans to evolve.Of course, there's always the illuminati
