You are forgetting another crucial part too.The smaller guy usually is the winner if he get's close enough to his opponent. The problem with longer arms is, yup, range of motion. Guys with longer arms have to pull back more and needs more range/longer time to strike. It's also why people over 6'> have problems with squats/their knees and why 5'9< are usually better at the gym/have better aesthetics.
Like I said, pros and cons to everything, it comes to skills on the individual person. And the winner of a fight can still lose a second chance, many factors also needs to be taken into consideration.

What is most important is your dps which accuracy and penetration is the most important factors. How often you hit, and how much damage breeches their defense is what matters. 10 attacks that only 25% go through defenses are not as worrisome as 1 blow that exceeds their defenses by 250%. the big alpha damage blow scares the fast guy, as the next one will kill them etc, so they will play more defensively to try and avoid your blows, allowing you to swing more often, fishing for ht hit.

This is the common thread in every single skill-based game: toplevel players can do more with speed and agility than they can with HP or damage. The entire Quake metagame is based around who moves around the map the fastest, TF2 is based around scouts and rocketjumping soldiers, Starcraft depends most often on which player is most mobile.
It's just more of a thinking man's stat. 'strength' is for direct, brainless confrontations. Speed can be used any way you want. You can use it to secure resources, hit the enemy where he's weak, etc.
