KSB is already 2/3. The only reason BO1 exists is because they use arcade machines for the tournament which means people can't play nontournament matches for the duration of the tournament, causing arcades to lose out on revenue. Even GF of arcade tournaments are 2/3 now. Japan hates the format, but they have a decent reason to be using it. They like team formats because it makes it less random, but there's not much they can do without playing the console version.
