There is currently a MAJOR security breach on steam, Steam's databases have run into some problems caused by unknown factors, when logging on there is a high chance of not getting into your own account, as well as issues with steam thinking you are somebody else.
The easiest way to see this is if the language suddenly changes on your steam client.
****It is important that you stay LOGGED IN as long as this problem is ongoing to ensure nobody else accidentally hijacks your account. As they can use your account to make purchases etc with your info.*****

If you attempt to reset your password it instead sends the link to whoever's account you happened to stumble upon at that moment. I've gotten at least 5 different emails since this started requesting a password reset. I presume it's mostly people scared and trying to secure their accounts instead of actually attempting to compromise mine.
That's literally all you need to get an account back from steam after it's been lost or stolen. Name, Address/Phone Number, Email, and last 4 digits of the CC tied to the account (which is easily available in the cached pages)
