Because the Cactuar enemy was first created for Mario Hoops 3 on 3 by Square Enix, and decided to have a completely new character in it based off of Animal Crossing. The only reason they're back for this game is because Nintendo put Cloud in Smash.

The only thing I do know is that there is a stacking mechanic. In chibbi form you can stack monsters on you which will let you use more powerful attacks.
