But anyway, there's a reason it's been altered. Nintendo and Atlus partnered with the Avex Group to produce the music in this game, and as part of those terms, Avex owns the rights to all the music. As part of the promotion for the game, Avex is featuring GI#FE music on their karaoke machines (which are the majority of karaoke machines sold to Japanese establishments), and airing commercials promoting this both on the karaoke machines and on TV. They felt that the zipper panties weren't appropriate for a massive ad campaign like this, so they made Atlus produce a version of this cutscene where Kiria is wearing pants instead.
All of the other risque shit in the game, like the swimsuits and jiggle physics, is 100% intact. They just altered the outfit for this cutscene because Avex wanted to use it for widely-distributed commercials, and since Avex has a lot of power over the project, Atlus wasn't exactly in a position to say no. It isn't some case of "pandering to the SJWs" or "feminist censorship" or whatever, it was a purely commercial decision.

It wasn't for advertising karaoke, it was for advertising the game itself. Japanese trailers tend to use the scene since the music is a big selling point and so they changed it to air the ads on TV. They couldn't just leave the pants uncensored in the retail release, or else it would be false advertisement, and obviously they didn't think people would care that much since it's only a single costume.

These recent incidents are "major". The industry climate is so bad that even tiny, harmless things are deemed "problematic" and need to be "fixed".
And that's worth getting angry over. It's worth getting angry over because anything more will be censored, too. And developers will pick up on this. They'll be afraid to make their games a certain way, or in the case of DOAX3, release them in certain regions.
It'll extend into a game's writing, too. Developers will be too fearful to go in certain directions deemed "problematic" in the west. I mean, look at the reaction at the rape tape in Ground Zeroes. For fuck's sake man, this is inexcusable.
