There is a jpg traveling around that apparently tries to prove that through some sort of mathematics formula or something that her breasts are larger in AC than in the original by fixing the proportions of final fantasy 7 Tifa to match AT tifa.
The truth of the matter is the original designer made Tifa with small breasts but the limitations on the playstation had to make her tits huge to incorporate the primitive breast physics they wanted.
So possibly out of some honor or something they decrease her breast size because the artist never intended her to be known for having huge tits.
