He's talking about the storyline. I've played both games in the early 2000s and I never was mind blown by the plot of either. After playing an epic like BG2 at around the same time, FO's story just seemed like a B rated Hollywood story. It was the environment and gameplay that made fallout good and FO2 was a more complete game.
