I partially agree with you. A lot of turn-based games end up being grind-to-win, e.g. Pokémon where just overlevelling your starter obliterates the need for actually thinking.

Try XCom or Darkest Dungeon. One's a strategy, the other is a party RPG. The more skillful turn-based games end up revolving around knowledge, preparation, and risk assessment.
