According to devs of PCSX2, the head delevoper left them and started working on the PS2 emulator for Sony using existing PCSX2 code. It literally is PCSX2 on weaker hardware with less options. Ape Escape 2 would play just as poorly on it.

The ESRB doesn't care, they just slap a rating on it and call it a day. 90% of the time games get censored out of fear of media backlash, or occasionally because some things would straight-up be illegal. The only time rating comes into it is if a game gets Adult Only, but that basically never happens.
