I've heard a lot of hype about this FFVII remake, but the only game I've played in the series is FFXIIIand I actually really enjoy it so far.
Should I pick up the PSOne port on Vita? I'm a bit turned off by the graphics, but surely the gameplay is worth it, yes?

FF7 is a beautiful and comfy game. The art-style and attention to details in the backgrounds is actually pretty damn good for a 20 years old PS1 game. The gameplay is that of nowadays generic, turn-based JRPG, but there's tons of stuff to do, if you want to. The world and cast is one of the more memorable ones in the series.

Yes. 10 and onwards should at least get a PC from 2010. You could also run 8 natively.

You don't even need to play X-2. It's... well, let's call it hit or miss. I liked it, some hate it, the story is trash, the combat is top. But I don't think there are.
