They were less developed because the saharan desert is a major barrier to trade. It prevented them from getting all the tech and ideas that proliferated around the rest of the old world (eurasia and north africa).
If you look at how civilizations develop, it just spreads out from mesopotamia once the sumerians invent the city. The only way into subsaharan africa is down along the nile or across the red sea, so everything as far back as even agriculture took a lot longer to reach the sub-saharans.
If you account for that, their kingdoms actually developed faster than average.
