Depends on the agreement, it might be a temporary like DeadRising 3, or They might actually own Bayonetta 2 completely and it will never happen. Only Nintendo and Sega know.

Sega owns the IP, but that's it, they could release another bayonetta game, but not the same. Every model, texture, every code and sound is Nintendo's property.

As long as you have friends to play with, then Mario maker makes it worth it but not quite as much as the other

If there was a bayonetta 3 it would also basically be forced to be a nintendo game or not contain any of the assests or story peices from the 2nd game as even though sega owns the franchise nintendo owns the second game.
Expect Sega to continue looking to Nintendo and Nintendo Systems for funding if they want to continue making Bayonetta games.
