a. Anime/video game voice actors stick with a character basically until they die or they get chopped in the throat by a Chinaman, so people get attached to them.
b. The Japanese movie scene isn't exactly booming, with most time and effort being put into anime and TV Dramas.
c. Anime voice acting has actually been GOOD for a good long while, with American video game voice acting for the most part being overacted garbage for a good long while.
Basically anime voice actors are like the movie stars of Japan.

Some people say the original Mad Max had all dialogues re-recorded by american actors with american accent before hitting US cinemas because americans wouldn't understand aussie accent.

Holywood actors, pissed off by the fact that they're starring in shitty movies(holywood was in real deep holy in the late 70's) while random, semi-amateurish australians did action movie better than they could for the entire decade, despite having much more money. Because Japan cultivated an entire market out of people who will buy shit just because of the VA. Look at Osomatsu-san airing this season. They actually have a term for female fans who get into stuff because of the voice actors, it's seiyuujoshi or something like that. So they'll be buying merchandise like CDs and shit just cause the VAs were doing that.
You'd be hard-pressed to try to pull that shit with any actor that isn't at least working in a hit TV show or working in live action films.
