Carl, those were the old tiers. With tier 8, you need two offshore bases filled with S+ developmental teams, and all of the crates in Central Africa. Just to develop a gun with a fifteen percent increase in damage.
since you can switch out Snake why not allow you to use the actual cool characters like Ocelot or White Mango??
