Hard to really choose, but I'll give my thoughts and then explain why.
For me, a GOTY game should be all about gameplay. It cannot have anything else in it, unless it serves the gameplay. That means it can't have an abundant story, it can't have a gross focus on graphics, it should have little to no excess violence or weeaboo fanservice, and overall should be challenging. It should also show no hardware restrictions, and should be comfortable to control as a result.
Pic related, I feel, should accurately reflect my mindset.

I thought Postal 2 Paradise Lost was good, if it counts. I can't recall what else I've played this year that was good. Fallout 4 was awful, Undertale I dropped so I don't know if it's good or not. That's all I remember playing that released this year.

It's only so high because the amazing sound design and interesting characters. The game's main drawbacks are the very casualized gameplay and somewhat overbearing story. I can't think of anything else wrong with it. If it was just a little harder, and a little less cinematic, I'd consider it goty material.
