The right eye was gone so Inferno and its creatures were gaining more power and becoming more independent, Bayonetta had Gomorrah imprisoned in her hair in exchange of the occasional angel, I guess Gomorrah wasn't too thrilled to be in shackles so it freed itself and tried to take out Bayo out of anger.
It's not like Bayo had a contract with it like she did with Madama Butterfly.But that's just a theory.
