Yeah it's that easy to get legendary loot at Survival. But you do only 25% of the damage you do in Normal difficulty. So enemies become bullet sponges, unless you use those Legendary weapons.

Ehh 99% of my Legendary loots are pipe guns or leather armor with useless effects so it's only rare you get a decent drop.
Still I did luck out getting that Explosive Minigun and Two Shot Gauss Rifle fairly early so I was one-shotting Legendary Chameleon Deathclaws at lower levels.
