Actual VAs did the promo videos.
Capcom employees did the actual game voices in both languages for the first six games.
Starting with DD they started giving the casts proper VAs for both the promos and the games in both languages.

And then for the anime they threw out the perfectly fine and fitting VAs for miscasts like Kaji as Phoenix and then literally whos for the rest since they blew the small budget hiring popular VAs for Phoenix and Maya.
