I could end it right here, but adding the slots doesn't mean they started work on the characters immediately after. It means they added the slots at the time. The work on the characters was likely done way before then. If it takes over a year to make a character, then it shows Sakurai lied once again if they truly did that much work on Kamui/Bayo in two fucking months. In that case, you could add some dessert as an extra.

I find it hard to believe that Inkling didn't have more votes than Bayonetta. Splatoon sold almost 3 times more than Bayonetta 2 and is fuckton popular in Japan and pretty well-known in the US.
I think it just came down to who would be easier to put in the game. They clearly didn't want to actually try to figure out how to put Inkling in the game and try to come up with a moveset for him/her. Why bother? They can easily draw inspiration from BAyonetta's games and whip up a moveset in a matter of seconds.
That's why this frustrates me. The whole *realized characters thing is bullshit. Bayo only got in because she was practical, and Corrin only got in due to advertising. I bet if they had ACTUAL time on their hands and not rushed, we would of had more newcomers and not these lackluster pair of characters.
And don't get me wrong, I loved Bayonetta 1, but as the "Final Presentation" the entire direct was a letdown and produced no hype whatsoever. There should have been more content. Just saying.
