All of the characters are impossibly unlikable. Maybe different voice acting could have helped, but it's awful. The areas are even more linear than previous Final Fantasy games, which isn't necessarily a problem if there's interesting shit to do but there's not. And don't tell me it gets better 25 hours in when it becomes nonlinear, that's not an excuse. Combat has even less tactics involved than other final fantasy games, which were already light on tactics but at least had likable characters and a plot you maybe cared about. Are those enough reasons?

To those who say that level caps were a problem, did you actually play the game or do you just spout off what other people say? When I first heard of it I thought it would be annoying, but when I played the game, I learned that the level cap was so high at all levels of the game that it practically didn't exist and you had to grind A LOT to reach the level cap.

No, it sucks. It could have been good, but they made it about as linear as you can get and on top of that stretched it out for far longer than it needed to be. XIII-2 is the better game, but the plot/characters are way worse, save for the main villain Caius who is probably the best FF villain we've had for a while. Haven't played LR yet.
I liked the story, characters, cutscenes, and environments.
Unfortunately, the gameplay is way too linear. I know there's an open overworld, but it practically isn't until the end of the game.
Also, the combat is so easy it's not even fun. The only way to make it fun is by arbitrarily switching paradigms over and over, even though you could kill all your opponents more efficiently by just sticking to one paradigm and auto-attaching over and over.
In other words, story and tone were great. Gameplay was terrible, and in the end, a game is only as good as it's gameplay.

That's part of FFXIII's charm. This game is really something else. It truly feels like you're being pursued and that you have no choice but to run and try to survive. You're thrown into the fray immediately, have to fight your way through to the next map, and are given bits and pieces of backstory/info/plot development as the game goes on. Horrible cast where everyone but Fang and Sazh are completely unlikeable. Vanille's voice acting is fucking horrid.
The first 20 hours of the game are an extended tutorial where you have barely any control.
The first 20 hours are nothing but corridors. Literally nothing but corridors where you walk forward and fight a few enemies in between cutscenes. No towns, no exploration, a handful of NPCs that you can't even really interact with.
Following the first 20 hours you're then dumped into a large world where you wander around triggering cutscenes until you can progress again. Then you walk from the Steppe down more corridors to the ending.
You get access to a bunch of sidequests that are all just extermination quests.
Weapon crafting and ingredient grinding is shit.
The battle system is shit, being nothing but staggering enemies and then rushing them, with nothing but the final bonus bosses requiring any thought at all.
The crystarium is a shit character progression system and it's just a watered down version of 10's sphere grid.
Blinded By Light is the only memorable song on the entire soundtrack.

I'm probably going to give XIII another chance. I played it when it first came out, got past Gran Pulse, but never finished. I enjoyed the combat and Blinded by Light, but it was horribly linear. I know most FF games are linear, but this game took it literally. It was also a major step down considering how its predecessor was XII. I get that there are haters, but there's really something to be said about PC gamers and JRPGs. You guys will shill anything that comes to Steam.
Already played XII-2. It was just as linear as XIII, only difference is that you get to choose how you move throughout the story. You have the same boring maps and side missions to do.

-story has bad pacing, so halfway into it absolutely nothing is expanded on as you grind away
-there's little interaction, NPCs are practically nonexistent and instead the game is entirely about exposition
-linearity taken to the extreme combined with repetition; no one is going to enjoy a 15 hour long corridor with barely anything more than combating the same kinds of opponents over and over
-awful structure; despite the linear approach the devs attempted to give the player a little freedom in Gran Pulse, however the pacing does not make it rewarding, instead of being properly introduced to the area you're just dumped in there and expected to play in a sandbox, the only logical step is to grind something and then complete the story, you're not going to suddenly enjoy this change of pace after getting used to grinding in the endless corridor
And that's about it. There are some positive aspects, but these overwhelming overshadow them in just about every way

It depends what you're looking for. If you care more about setting and world building, the that aspect trumps the bad. The lack of exploration, overworld and the general on-rails nature of how you progress through the game is of course bad. Previous FF battle systems were basically select strongest spell/summon for bosses and spam attack for random battles. In FF13, you often had to react in real time to change classes. 4. Cid Raines. The only person in the game with easily understandable motives and a coherent character arc. (Even some acts Sazh commits, makes him seem inhuman. As in he jumps from major depression to goofy the next scene after his "death." Also he has no character development. Most of the other playables have a character personality switch mid-game. I refuse to call theirs character development.)
5. Dust to Dust is a great song.
6. The enemy Wladislaus. That guy was the only thing in the game with charisma! "You think we're highly intellectual minded with our (fucking atrocious) combat here? Think again! I'll just hit you with my fuckhuge sword!" Excitement and purity.
