An actual "meme" game would be a game so ubiquitous it is immediately recognizable and, possibly, even a major part of culture.
Like Nintendo, or its main IPs. Everyone knows that shit, to the point where some people refer to all games as, "Nintendo" or "Mario". That's a meme.

It's a game that has content within it that becomes popular to the point that /v/ hates it, mainly because you can't turn a corner without a girl in blue paint trying to finger a bearded dragon she stapled a lab coat to.
Usually the game is ruined retroactively by its own jokes and status, but some games like borderlands 2 tend to take from a pool of already used up jokes (Arrow to the knee).
