Payday 2 will download premium DLC heist even if you dont pay for it. Heck, most steam games has all the DLC already downloaded even if you dont pay for it, it's just locked behind a wall.

When we're talking dlc we're usually talking empty games that pretends to be full games, and then makes you pay extra to fill it up.
