No it's not you absolute spacker. Just like GTA 3, Vice City, and San Andreas it's its own version with way better visuals but probably removed tracks.
I honestly didn't understand the story of this game at all or why the final big bad guy only appears twice in the game.

Nope, check the fucking trailer in the OP.
I played both PSP and PS2 versions and the mobile looks like some frankenstein between them both.
It has PSP's lower draw distance and lower model LOD and texture resolution, but PS2 shaders (chrome on cars etc). It's also missing the post processing from PS2 version.

Vice City Stories was fantastic and is likely a better game than the HD version of Vice City could possibly be.
