That's not true, he has multiple moves associated with him, like his iconic fireball, lasers fired from the mouth from MP1 and 3, his downward aerial tail stab, and various grabs.
The way I see it, here's a quick potential moveset:

Fire it from the air to fire it at a diagonal angle, also making it slightly more powerful. You can also fire up to three-four of these at once. Hold down B however to fire a concentrated laser attack after a few seconds, which does more damage but leaves him immobile for a second while he's on the ground. Fired from the air makes it a diagonal blast.

>Up-B: Spiraling tackle. If not angled, Ridley will blast straight up, however the player can angle it any direction he wants after the initial vertical rise.

And this is the main problem with Smash For. The target audience are the same brats who grew up sucking a Wii remote in their mouths while their parents were playing Wii Fit. That's High Command, the guys who told the Space Pirate engineers to bring back Ridley and make him into Meta Ridley in Prime 1.
Yeah, he's big. That's fine. He does need to be shrunk down, but not to the extent most people imply. One of the things that Ridley is famous for is his intimidating stature, and that can be represented by making him large and imposing. He would likely be the biggest character, but not by much. The image here is from Bagan's secondary mod that uses Ridley old model, but he made his wings bigger, which is unnecessary. Ridley's got dinky wings.
He's got moveset potential. He's got plasma breath, a bladed/pointed tail that can stretch, flying tackles and slams, lasers, and missiles. His grabs could take inspiration from Other M's/Subspace Emmisary's wall-grinding thing. His aerial attacks could be ruthless.
He's the only other Metroid character that would be a good choice. He's in almost every Metroid game, appearing more than Mother Brain. He drives most of the plots, too. The only other character that would make some sense would be Dark Samus, and I can only imagine the salt adding her would generate.
