With my current rig I can run anything at max settings at 60fps no matter if fullscreen, borderless, or windowed, so I can't notice this, but back when i had a pc i could barely max out Portal 2 with, playing it borderless was the onlyway i could achieve constant 60fps, if i kept it fullscreen i was stuck at an unstable 45-50fps.
