I have some ideas for a New Vegas sequel set in Legion territory
Caesar dies from tumor
Lanius is killed at Hoover Dam
The Legion is now divided in how it should govern.
Some formed a tribe that still upholds Caesar's laws and harsh punishment. They learned from their defeat at Hoover Dam that they should improve solidarity within the group rather than pure devotion to one man. If it is not a benefit to the group then they will not pursue it.
Some went on to form a tribe that idolized Lanius and they rule by might and show no mercy towards the weak. They learned from their defeat at Hoover Dam that they weren't vicious enough and that laws only hinder what they can attain.
Some wanted nothing to do with the Legion anymore and reformed their old tribes.
A group of ex-slaves staged a rebellion during the final assault on Hoover Dam and are living in a quiet isolated village safe from intruders.
The boss will be an extremely powerful psyker who was born a slave who realized his powers once his family was killed attempting to escape. His goal is to repopulate the world with psykers so that everyone can share the same thoughts and emotions. He has many spies under his control who kidnap others in order to conduct his experiments.

Just on principle, no. Examining how the Legion fell apart is second to the core principle of how do you rebuild after the bombs. To best see that it's better to find somewhere else, maybe further north or east past Legion territory where someone else has made their own civilisation.
The Legion can be involved and what remains of them can be brought up, like the Enclave Remnants, but it's not a core part of the story.

If Fallout was all I had access to as a child in terms of sci-fi I probably would become one of those crazy fanboys, but thankfully I had access to anime from very early on in my youth years that my mental balance is very stable.
Seriously, if you have watched Akira, you'd realize just how sophisticated anime is and it blows away anything Star Wars would have to offer.
A lot of people mention Ghost In The Shell, which has just enough of sexuality in the mix to draw in the western audience I suppose but I must say that Ghost In The Shell is not even in my top 10 anime, not even close, that's just how deep the world of anime is.
Some anime is so disturbingly mature like Fractale that I wish it would challenge the system and submit it as a Drama category in the Oscars just to bitchslap the snotty Academy.
It's not just the level of maturity and sophistication anime has, it's also quite original, entertaining, and visually fantastic. I would regard anime as the highest form of cinema art-form.
But hey, me preaching about anime won't do you any good, you gotta go out and see it for yourself just how much you are missing.
The recent one I would recommend to check out is Sword Art Online which is light and easy to get into anime for the first time yet appreciate it as much, but if you want the heavy stuff right off the line check out Guilty Crown in which the plot is so complex and twisted that you'll need extra oxygen pumped into your brain in order to comprehend everything, and if you want amazing visuals and a gripping drama that also has awesome mecha battles Aldnoah.Zero is the shit.

The Legion did its best to stamp that identity out of them, but those tribes are still very much in living memory. Ulysses started tripping balls when he saw the white legs aping his dreadlocks, there's that Denver dog guy in Caesar's camp, and one of the guys in Cottonwood Cove - I think it was Canyon Runner, but I'm not sure - takes pride in being Blackfoot, the "first" tribe of the Legion. I think you can get Vulpes talking about his tribe too, but I'm not sure.
It's possible they might fall back on those identities if the Legion falls apart. That those identities might be fractured from their years of suppression, or blended with Legion ideals, could give rise to some interesting storytelling potential.

The Brotherhood almost deserve to be fucked up though. In Fallout 1 they had a role and it was appropriate, keep all the good shit from falling into the wrong hands. In 2 and especially New Vegas they failed to accomplish this task and didn't adapt to a new role.
As Veronica says they could easily function like the Followers, fixing up technology and using their knowledge for everyone's benefit, even if it's under their strict control. Instead they go full MUH CODEX and are more obsolete than the Enclave. Annihilating them might be too much, but they definitely need a boot up their ass.

Guns or melee would be better than energy weapons. Batteries are way heavier than bullets and you'll have a hard time carrying enough ammo under the weight limit.

One thing I didn't understand about the Brotherhood is how they refused to accept the biological research which would have allowed them to become more self-sufficient. They're already going against their purpose by selling advanced weaponry for food to outsiders, so using it would allow them to stick to their codex more closely. Tag Survival, it's pretty fucking nuts. Later on taking Tag! perk for Repair can be useful, or just getting enough points for Jury Rigging can be a real lifesaver.
There's no downside to taking Good Natured if you plan on using any Charisma checks, particularly if you plan to take Skilled. The only negative is the -5 guns, which can be made up for easily by wearing a PER boosting hat or even glasses with Four Eyes.
Never take Small Frame though, you will regret it.
Hand Loading is a great perk, Rapid Reload is also core. Educated and Comprehension are huge helps that let you focus on your core build while still leveling incidental skills.
Any primary damage skill is viable if you're willing to work at it, though Guns will beat out Energy Weapons usually.
As far as Special goes, you can forego PER almost entirely due to general PER boosts, and other Special stats can be ignored too depending on how much you plan to use Survival recipes or drugs. INT is really important, but that's always the case. CHA is also not too important unless you plan to skip combat a lot very early on, which is a huge waste.

They have access to a lot of old world tech (especially chinese tech) but because they are utopian idiots, they give out free technology to the proletarians of the wasteland without realizing it's just falling into the hands of fiends and other bandits.
With their expansion, you can play on the history of the Red Guard during the Cultural Revolution, insanely fanatical and utopian to the point of absurdity and incredibly cruel and brutal to those who don't accept them 100% and are labelled "Counter-revolutionaries".
What makes them kind of unique is that they would be cruel and totalitarian to any opposition, but their society is egalitarian, equal and since they have access to pre-war tech, they are developed, also what they do is not out of malice like say caesers legion or the enclave, but a misguided attempt to build a better world for everyone and utopian idealism.

Assuming it's the same route, I followed the mountain as close as I could up to the invisible wall and that's where it led me.

I presume keeping relations with NCR on good is a must.
