like he's such a major character, if sakurai was going to put him in the game he would have put him in by now.
the fact that they had to look to obscure characters (wii fit, villager, duck hunt) or look to newer characters (rosalina, shulk, robin) for the original smash 4 newcomers indicates to me that major nintendo characters people always request like k rool, dixie, krystal, impa, ridley etc are not even on the table as far as sakurai's concerned. If they were, they'd be in the game by now.
as far as k rool, he either doesn't like him, thinks he's "too big", or can't think of a good enough moveset for him.
i'm guesing the top 5 consisted of characters like that that sakurai has written off as "unrealizable", or characters they couldn't get the rights to as you said.

Bayonetta is fairly popular, especially with the controversy surrounding her.
The biggest reason she won is that she was popular in all three regions. Just because you heard people trying to push for shit characters online, like K Rool or Banjo, doesn't mean they had the most votes. It's likely that they were popular in one region, but not so much in the others. The character had to be popular in all three regions.
