The DLC includes the base game though.
It's not a game for everyone, it's an oldschool space sim, many people bought it thinking it was something else then gave it bad reviews, imo it delivers what it promises.

Yes and no.
It's hard to explain. So, to give you the short answer, many aspects feel like wasted potential or like there's some piece of gameplay left to implement. They're slowly adding it all, but it's not all there yet.
