If I remember right, it's because they animate some things at a vertex level. If that's the case, then you can't rely on bones to manipulate clothing properly when characters start to move.

Because they don't use static models like sf4. Depending on the frame of animation, it could be an entirely different model that's swapped in for a frame or two and then swapped back out. Shit's nuts.
