Konami owns the rights to all of Kojima's work, including unfinished work. Kojima is not allowed to make a game following on from where he left of, he has to start over.

No, thank God. I loved MGS but felt like keeping Kojima there was a waste of talent. Now we will finally get some more original games from him. Not the Xboners though :^]

i highly doubt it's truly impossible that kojima could work on a future mgs game, but it WILL be published by konami and they fired him for a reason, so it's unlikely.
no reason he could not create an IP that is similar enough to silent hill or even mgs or zoe, but who knows what he *wants* to do, i'm sure he has a wealth of completely different ideas
