Sega owns the Bayonetta characters, universe, and IP, as well as everything present in the first game. Nintendo owns Bayonetta 2 and every asset used in that game essentially. Sega would need to remake Bayo 2 in its entirety, but they can use characters like Loki and the Lumen Sages on other platforms.
