I dunno. While SH3 was more consistently spooky, I still think SH1 school and hospital are the spookiest settings in the entire series.
I'd say SH1 = SH3 > SH2 > SH4

Good is good but you can tell it just wasn't polished and the shit tier protagonist.
The answer I always give is Silent Hill 3 is the best Silent Hill game as it encapsulates everything about Silent hill, but I can't pick a favorite.
Silent Hill 3 has my favorite cast of characters of the series though, especially Vincent

SH1 is way too primitive to compare to its sequels and had a worse story.
From a gameplay standpoint, it is the best one. From a story standpoint, it was pretty poopy.
Btw, what version of SH4:TR should I get? Xbox version is pretty cheap, but I don't know if it has any problems.

1 and 2 are tied for the best for me. But 3 is very close.
My only issue with 3 is I feel like the pacing is really "off". But Heather is my one and only waifu.

Xbox. PC has 15fps limit (30 after fix) on cutscenes.
IIRC Xbox version runs at 60fps. If you have a modded xbox, you can apply a widescreen fix to it.
